GST Filing Settings

Users or groups. A group stands for whoever belongs to it at the moment of approval : add a user to the group and they can approve at once; remove them and they cannot. An inactive or empty group stands for nobody - a level left with nobody is refused at Submit and named. This is how every approval in the application names its approvers.

Rules. Every level needs at least one user or group, and levels run 1, 2, 3 without a gap. Only active users of this company can be picked. A return already waiting for approval continues under the NEW chain from its current level. Every problem is listed at once, numbered. Users are offered from the company's user list (User Manager), not every user of the server.
